The county I live in is trying to figure out one of the ways to avoid being a cash cow.

The jail figures into it prominently. It's become a real cash cow from lawsuits. People get arrested, then croak in the jail. Oh boy, big pay-out for their "estate" (greedy relatives egged on by a lawyer).

Officers in lock-up have sex with female inmates, big pay-out by the county. Of course, the officer remains because his public employee union has ways to protect his job.

Anyway, now the county leaders are trying to figure out ways to dodge the bullet on some of this stuff. They have recently come to the conclusion that:

"...that a disproportionate amount of public resources are used by a small number of high-need individuals."

What they are talking about is that a high percentage of frequent visitors to the country jail are mentally ill, addicted to drugs or alcohol, or homeless. Of the mentally ill, many of these are addicts of some sort. Homelessness often results from these forms of behavior.

These same people put a strain on hospital emergency rooms and they often bounce between jail and the hospital.

What nobody wants to say or remember is that American society used to have a way to deal with these dead-beats. They had places to put them and they were called mental hospitals. Several decades ago, government all got behind the notion of "mainstreaming" most of the residents of the mental hospitals, because, after all, they had rights. Not to mention the fact that government saw a way to cut expenditures by closing such facilities.

So this effort to save money by closing mental hospitals only transferred the burden to different places.

Don't worry too much about government coming back with mental hospitals where this small but needy sector of society could all be banged up together. Government will continue to flounder away, seeking solutions in all the wrong places. Like higher levels of social services, which is just another transfer of costs.

There's only one politician I know who successfully dealt with the criminally insane - Adolph Hitler. Possibly other despots like Pol Pot.

...your county isnt the only one with those dilemmas ...many others thruout the country (usually in Democrat run ones-but the Repubs aint much better )....even around here...

there really isn't any way out of the pickle anymore , all they can do is shift it somewhere else until that well runs dry , it is what they created with their socialist policies and refusal to learn from all the commie failures , california is a classic example of failing to learn from your mistakes and repeating them thinking the results will be different , as long as the citizens willingly pay ....

The greater the likelihood of sinking, the better. There are some unused, ancient fishing boats around here with rusty bottoms. Why don't we give all the deadbeats a "job" looking for Flight 370 out in the Indian Ocean? Send them on their happy little way in those rusty boats. And if the rust isn't quite ready, affix some timed charges to the bottoms beforehand.

I get so sick and puking tired of the many around here who are "retired" on a bogus disability, sometimes because of a problem that is basically addiction related. Way younger than 62, of course.

Around here, the state no longer funds the meth house clean ups......I told the police, "how much does one willy Pete grenade costs?" ....cleanup DONE!

Repeat offenders?...one way ticket to the coast of Somolia......put em out on the shore wave Bye bye!

Violent offenders?....do like china...cross type all the body organs, and when a high dollars patient needs a kidney.....data base says there's a match in Juliet in Ohio.....bang!

I have answers......but nobody's listening....

Oh......and one more law needs to be made.....ALL women under 50, can't wear bras in public, and have to wear silk blouses...especially where the weather Is chilly....

And women over 50 should be required to wear one.
