I identified the jet as a
Polish Sukoi 17,20,22 fitter. It took a while. I am not sure if it is a singular name or a specific type, but they called this one the "Black Boar" as defined by the nose art.

More on the bling trucks... it's a thing in Japan with owners spending many thousands just on artwork. Wiring is a whole separate category, and auxiliary motors to run generators powering the light arrays are a must.

There was a whole photoset on the genre... I never did get a feel for the desired effect.
