From one of my old reference books

Garand U.S. Caliber .30 M1

Receiver and bolts are made mainly of WD No. 8620 Modified Steel.

This same steel was used to make Springfield 1903 rifle receivers from 1942 on.

Carbon .18% to .25%
Manganese .70% to 1.00%
Nickel .20% to .40%
Molybdenum .15% to .25%
Sulphur resulphurized to .07% maximum
Phosphorus not over .04%
Grain size 5 to 8 ASTM

Bolt treatment. Normalize if needed. carburize .015" to .20" at 1600 degrees F. Oil quench. Temper 1 Hour at 325 degrees F. Rockwell C55 to C59 on locking lugs and rear end of bolt.

Receiver Treatment
Carburize .912" to .018" at 1600 degrees F. oil quench.
Temper 1 hour at 480 degrees F. Rockwell D 59 to D 67.

Barrel made of WD steel no. 4150 Modified:
Carbon .45%
Manganese .60% to .90%
Chromium .80% to 1.10%
Molybdenum .15% to .35%
Silicon .15% to .35%
Phosphorus not over.04%
Resulphurize .04% to .09%

Before Machining Normalize
Oil quench from 1575 degrees to 1675 degrees F.
Temper not less than two hours.

Physical properties must be as follows:
Tensile strength 130,00 pounds per square inch;
Yield strength 110,000 pounds per square inch;
Elongation in 2 inches 16% maximum;
Reduction of area 50% minimum;
Brinell Hardness 269-311, same as Rockwell C-28 to C-34.

Process stress relief if required, not less than 1 hour at 1,000 degrees F.
