The symbol II is in fact the Cyrillic letter П, which is an Arabic P.
It is short for "Provnaja Kommisia" (sorry, Russian isn't my first , second or third language) which means "Test Committee".
It is a Russian acceptance stamp.

nice find - photos please

very nice find. I was rying to find a westinghouse and a remington. The remingtons seem to be very expensive as far as nagants go. I had fond one or two on gun broker but they wanted between $600-$800 for them. No my primary interest s there was no way I was spending that. Love to see some photos of your rifle.

While we are on this subject, I also have been looking for both a Westinghouse and a Remington mosin's. I have a Remington but its a rough one. What is the real expected price for one of these as a stock one and a Finned one?

There is this Finned one for 480.00 on a web site that I have been looking at. Real nice stock bolt and receiver are the only matching parts. I also have seen some really nice Remington's sell in the 700.00 range at the auction sites.
