Does the SA on the reciever mean a weapon captured in the Winter War and used by the Finns?

According to mosinnagant.net The SA cartouche is like Pete said, a finnish army property mark. Even M28 civil guard rifles eventually got one. Not all Finnish rifles got one for one reason or another. It does not mean "never been fired and only dropped once" ,although a lot of the captured russian weapons were in brand new state.

That reminds me, I need to call an exterminator and tent over the website.

The puolustuslaitos marking was used for only two months in 1942 according to mosinnagant.net. It does not say what if anything was used before this. I cannot find my book on this to see if it has anything to say on the matter. Is it possible they went back and marked everything SA where they could no matter when it was acquired or refurbished?
