My 2¢ ...I don't worry about the position of the cannelure since I find they are usually placed higher on the bullet than I like. I like to seat all my bullets out closer to the rifling and find seating to the cannelure usually makes them way too short for my liking. I usually don't crimp per say, allowing ample neck tension to do it's job. I too have found grief with case length variation where factory crimp or seat and crimp in one die can really cause a ripple in the shoulder. Thus my dies are adjusted just short of the crimp setting.
In my reloading set-up I have an adjustable cannelure tool. It cuts a cannelure anywhere you want it, anywhere on the shaft of the bullet. It is time consuming. It takes 5 or 6 seconds a bullet, and doing 100 or so can be a real pain. Doesn't sound like long, but it gets boring and is a little tiring on the fingers. When I did some bulk bullets, I'd do 50 at a time. Later I found it did not help accuracy wise as to crimp vs non-crimp. Thus I rarely if ever use it for the .30 0r .224 bullets.
