Kentucky was a neutral state at the beginning of the war and didn't really secede until the actions of the Union pretty much forced them to. Many confederate prisoners were murdered by Gen Burbridge in reprisal for 'Raiders' that the Union couldn't catch. Even towards the wind down of the war many rebs tried to make it to TN to surrender but were shot down at the border or captured, tried & executed. Kind of like in WWII the Germans did their best to surrender to the Ami's or Brits instead of being captured by the Bolsheviks |
