Gentlemen,

I've run across this same wording several places in the rules and regs books that came along with my license but found it first this morning in the pamphlet below...

From the; D.O.J. BATF&E “Federal Firearms Licensee General Guidelines and Information” pamphlet, ATF P 5300.15 Revised June 2004, page, 1.
Taken from the GCA 1968 (18 USC, 921 et seq) and Title 27 Code of Federal Regulations 478 and 479.

Firearms Records You Must Keep:

1. You must keep a separate permanent “bound book” record of all firearms acquired and disposed of. This includes firearms received in pawn, curio’s and relics, and firearms received for overnight (or longer) repair. A bound book should either be a permanently bound or an orderly arrangement of loose-leaf pages. It must be maintained on the business premises.

Also located this from...

Federal Firearms Regulations Referance Guide 2000
ATF P 5300.4 (01-00)
General Questions Section:
Page 138
Records Required-Licensees.
Question E1,

What is a "bound Book?"

A "bound book" is a permanently bound book or an orderly arrangement of loose-leaf pages which must be maintained on the business premises. In either event, the format must follow that prescribed in the regulations and the pages must be numbered consecutively. [27 CFR 178.125]

So it would seem the field auditor was in error, the “bound book” is not required by the BATF&E to be “bound” only an “orderly arrangement of consecutively numbered pages”.

A2,

Your kidding, right? Most of the folk's I know that collect/accumulate more than 3 firearms do well to just to keep them locked up! Never mind a proper inventory or even a list with serial numbers!

I on the other hand I have them all photographed, backed up in 3 places, the date purchased, price with model and serial number.

But then again, I'm not quite right!

i think your a bit more indepth than i , but , no im serious , i have an inventory with pertinant data and collector notes , i have perged those i no longer have , and for the most part the photos need redoing to upgrade quality and provide a backup file , but someone could look at what i have and get a grasp on the accoutraments and all including valuation :D

i know what you mean about most folks tho , i have friends with assorted valuable pieces who arent even sure which closet its in :(
