The 7 for registration was a fix that we came up with on our own that has worked quite well. Yes it is a PIA for both you and administration to put you onto your chosen username. to ship an AR barrel with front sight post and handguards - no reciever / no gas tube / no barrel nut or delta ring to california ?

Yep, the BATFE only considers the lower receiver (aka the part with the serial number) to be the 'gun'. You could ship the whole thing (minus the lower) and be fine.

even a stripped lower is considered a gun to the BATFE.
